THE BUZZ: Todd Howard, Game Director on The Elder Scrolls V: Skyrim, has revealed that the game’s progression is more similar to Fallout that it is to Oblivion.

Oblivion’s system kept enemies on par with player level, however this has been tweaked for Skyrim:

“[Skyrim]’s a lot more like Fallout 3, where as you level up you are going to see harder things, but the easier things stay around as well,” he said. “You’ll still run into the weaker stuff and you’ll just decimate it.”

Howard mentioned that the tougher battles will be against new and special enemies.
