DICE has explained how players will get to be the Commander in Battlefield 4‘s Commander Mode, and it’s a lot simpler than was first thought.

Many players thought it would be based on your rank or time played, but it turns out that you simply have to join the Commander queue and wait for your turn, the developer revealed on Twitter. Players also have the ability to remove their Commander if they feel they are not performing. Squad Leaders can initiate a vote to kick on the Commander, if enough votes are cast for the kick then they are removed from the server.

So there you have it, when you queue up you have two choices, be the Commander or be a solider–obviously the soldier queue will be much quicker.
