The Elder Scrolls V: Skyrim On Consoles Might Get Mod Tools

Minecraft Designer Markus Notch Persson and the Elder Scrolls director Todd Howard had a little discussion the other day on topics such as Mod tools, Minecraft and Elder Scrolls.

During in the interview something very interesting is said;

Notch said;

We wont be able to mod Minecraft on consoles like we do on the PC

To which Todd replied;

You know, theyre starting to open that up though. We started talking
to them about it, and ummYou know if you look at Forza, people are able
to draw do whatever they want, etc.

Could this mean that we may get to see mod tools on consoles when The Elder Scrolls V: Skyrim releases?
